Call for Quotations

Background

Sri Lanka Development Journalist Forum (SDJF)[1]and the Center for Media and Information Literacy (CMiL)[2] jointly produced 50 daily news magazine programs on the Covid-19 pandemic. The purpose of the news magazine, “MediaCorps Watch” was to show how people in various parts of Sri Lanka are coping with the present situation, while providing them with vital and verified information audio-visually, using smartphones as a tool.

This program was initiated as an extension of the MediaCorps Fellowship (MC) program, under which SDJF has already trained more than 100 young journalists across the country, on Mobile Journalism (MoJo). Initially, SDJF expected 20 journalists who have been trained under MediaCorps to produce news updates and stories for the daily news magazine in both Sinhala and Tamil languages, which will include (i) Daily updates (ii) Coping mechanisms at the village level (iii) Human interest stories and, (iv) Stories of hope and success in managing the Covid-19 and its environs.

SDJF ended up with 59 Fellows from 19 districts contributing to around 265 video contents, using their smartphone 100%. The Tamil news magazines were disseminated through the national Tamil mainstream media channel, UTV, while the Sinhala magazines were disseminated through social media; via Alternative Media Network Guarantee Ltd, YouTube Channel, MediaCorps Watch, iVoice YouTube channel. The programs also attracted more than 33 other social media platforms. Through these various dissemination mechanisms it had reached more than 806K audience within a short span of time, signifying an achievement beyond expectations as an outcome of the program.

The individual stories were designed with separate frames and widely disseminated through SDJF/iVoice Facebook pages, with a variable reach for the individual stories.

Call for Production House for the New Phase of MediaCorps Watch

SDJF calls quotations from most experienced production companies based in Colombo who satisfy the following requirements:

  1. Company should have a legal business registration
  2. Production house is expected to have well established studio with facilities such as minimum two HD cameras with necessary triodes, professional lightings, filming set or green mat studio setup, etc.
  3. Production company should have a complete in house pre- and post-production facilities and editing suits
  4. Adequate space for editorial meetings
  5. Access to qualified editors, sound engineers, producers, lighting technicians.
  6. Willingness to accommodate last minute changes in editing

Brief Job Description

  1. Produce 35 weekly news magazine programs, following similar formats given in the above links 
  2. Each episode should be 15-20 minutes in duration
  3. Minimum one program will be produced per week
  4. Production will be done in Sinhala and Tamil
  5. Raw videos will be provided by SDJF
  6. Final production (episode) should be provided to SDJF in any compatible format ready to disseminate in social media
  7. At the end of production all the remaining footages must be returned to SDJF

Selection Criteria

  1. An independent bidding committee of SDJF will evaluate the bids/equations
  2. The committee will choose a service provider based on (a) Price (the service provider that submits lowest quotation will be given priority) (b) ability to meet all SDJF requirements, (c) availability of the service facility under one roof.

Deadline

Since this call for quotation is launched under an emergency situation, the deadline will be shorter -- November 7, 2020. No telephone calls on this will be entertained. Any organization attempting to make personal calls will be disqualified.
